Proposed New Agency Identifier Codes

2008

The Treasury Department Financial Management Service (FMS) in collaboration with the budget division in OMB,has developed a unified set of Agency Identifier codes that complies with the CGAC standards published in 2007.

Our short term goal is to finalize the new Agency Identifier codes for all agencies. The long term goal is the implementation Governmentwide of these codes. The long term implementation plan is under development and will be disclosed in the future.

Agencies are invited and encouraged to send comments on the new Agency Identifier codes by July 1, 2008.

Federal Management Leaders Honored

2008

Three financial management leaders were honored by the federal financial management community. The Donald L. Scantlebury Memorial Award was presented to D. James (Jim) Sturgill, Assistant Commissioner, Government-wide Policy, Financial Management Service, Department of the Treasury, and a special award was posthumously conferred to Robert W. Kilpatrick for his extraordinary career of dedicated service in improving federal financial management. Justine Rodriguez Kilpatrick accepted the award. Outgoing Comptroller General David M. Walker was recognized by OPM Director Linda Springer for his significant contributions as a JFMIP Principal.

This list provides the current status of the agencies production environment for their Core Financial System (CFS), including the version, and hosting environment. The purpose of this list is to facilitate cooperation amongst agencies as they embark on their CFS Modernization effort as per the Migration Planning Guide (MPG). This list includes both CFO Act and Non CFO Act agencies.

Charge Card Data Elements Finalized for Agency Use

We are pleased to announce the release of the Charge Card Data Elements, a tool that agencies should use to develop their GSA SmartPay® 2 task order requirements. This document identifies additional government-wide requirements for data elements that were not included in the GSA SmartPay® 2 master contract. We thank the many agency representatives who worked to develop this document within a tight timeframe under the Financial Management Line of Business initiative.

FMLOB Federal SSP Menu of Services version 2 (08/10/2007)

The Financial Management Line of Business (FMLoB) and the Office of Management and Budget (OMB) are pleased to announce the release of version 2 of the Menu of Services provided by each Federal Shared Service Provider (SSP).

The Menu of Services is a compilation for each Federal SSP of their Financial Management Technology Hosting and Administration, Application Management Services, System Implementation Services, and Business Process services offered by the four (4) Federal SSPs. Section 5.1 is an introduction to the Menu of Services which provides an explanation for the Menu of Services spreadsheets found in Section 5.2. The Menu of Services can be found as a part of the Migration Planning Guidance by going to the “Quick Menu” column under the sub-list “FMLoB” and clicking on “FMLoB Documents”.

The Menu of Services, Version 2 replaces all parts of section 5.2 of the Migration Planning Guidance Document.

FMLOB Due Diligence Checklist (DDC) version 4 (08/06/2007)

The Financial Management Line of Business (FMLoB) and the Office of Management and Budget (OMB) are pleased to announce the release of version 4 of the Due Diligence Checklist (DDC) for Federal Shared Service Providers (SSP).

The DDC is a list of questions used by the Office of Management and Budget (OMB), the Financial Systems Integration Office (FSIO) within GSA, and customer agencies to assess the abilities of potential and current SSP’s in several areas. The DDC can be found as a part of the Migration Planning Guidance by going to the “Quick Menu” column under the sub-list “FMLoB” and clicking on “FMLoB Documents” . The DDC replaces section 2.1 of the Migration Planning Guidance Document

Financial Services Assessment Guide (SAG) Version 1

The Financial Management Line of Business (FMLoB) is pleased to present the Financial Services Assessment Guide (SAG). All CFO Act agencies and their bureaus operating financial management core systems and financial management Shared Service Providers (SSPs) will report on the seven performance metrics included in the SAG.

All CFO Act agencies and SSPs will be expected to report April data each month.

Core Financial System Qualification Test Policy

The Financial Systems Integration Office (FSIO) has updated the policy directing how core financial system products are tested to determine that they meet federal financial management system requirements. Updates were needed to align the previous 2002 test policy document with actual test practices, to strengthen policy to use resources more effectively and efficiently, and to eliminate the arbitrary three year test cycle to require testing only when there is a business need. The foreword of the document itemizes the key policy changes.
